Is the US State Field Dependent on the Country Field?

Yes, when entering address-related data into the Target Detail page, please note that in order to display the State picklist, the Country field must be set to "United States." Once this is done, navigate to the State field to select the State.

From a data import perspective, please note that when working in the Excel Target template file, the user must use the Country, column F, picklist to select the Country, e.g. United States, then type in the City in column I.
